Season the Fish:
- Lightly sprinkle the 2 sea bass fillets with the deseeded and finely chopped chili, grated ginger, and a pinch of salt to enhance the flavors.
Steam the Cabbage:
- Place 300g finely shredded green cabbage in a steamer basket. Steam for 5 minutes until the cabbage is tender but still crisp.
Add the Fish:
- Carefully lay the seasoned fish fillets on top of the steamed cabbage in the steamer. Cover and steam for an additional 5 minutes, or until the fish is cooked through and flakes easily with a fork.
Prepare the Garlic Oil:
- While the fish is steaming, heat a small pan over medium heat. Add 2 teaspoons sunflower oil and 1 teaspoon sesame oil.
- Once hot, add the thinly sliced garlic cloves and sauté quickly, stirring constantly until the garlic turns golden brown and fragrant. Be careful not to burn it.
Plate the Dish:
- Once the fish and cabbage are cooked, transfer them to serving plates.
- Drizzle each plate with 1 teaspoon low-salt soy sauce for added flavor.
